Volker Zuleger is the Head of the Market Integrity and Transparency Department at the Agency for the Cooperation of Energy Regulators, a European Union Agency, since the establishment of the Agency’s Market Integrity and Transparency Department on 16 November 2016. He was leading and managing the Agency’s former Market Monitoring Department which was then the sole competent department for the implementation of Regulation (EU) No 1227/2011 on wholesale energy market integrity and transparency (REMIT) since its establishment on 1 October 2012 until the department’s restructuring on 15 November 2016. He joined the Agency as Seconded National Expert from E-Control Austria, the Austrian Energy Regulatory Authority, on 1 October 2011 and was then working in the Director’s Office as a member of the Agency’s REMIT implementation team until 30 September 2012. Before joining the Agency, Volker was working from July 2010 to September 2011 as a Senior Expert at E-Control Austria, the Austrian Energy Regulatory Authority, Department for Regulation & Competition, where he was responsible for the regulation and market monitoring of wholesale energy markets. From March 2006 until June 2010, he was a Senior Expert and Deputy Head of Unit in the Saxonian State Ministry for Economic Affairs, Labour and Transport, Department for Economic Order, most prominently in the unit acting as State competition authority, as State energy regulatory authority and as Exchange Supervisory Authority of the European Energy Exchange, Leipzig, under the German Exchange Act. From April 2002 until March 2006 Volker was Seconded National Expert to the European Commission, Directorate-General for Competition, State Aid Directorate, where he was working as a case-handler with a focus on horizontal State aid and State aid in the energy sector. From January 1999 until March 2002 he was a Senior Expert and, at last, Deputy Head of Unit, in the Saxonian State Ministry for Economic Affairs and Labour, Department for the Promotion of Trade and Industry, where he was working on the department’s general policy matters, mainly in the field of State aid law. Volker studied Law at the University of Bremen and holds the 1st and 2nd State examination in law. In the years 1996 until 1998 he completed his legal pre-service training at the High Court of Celle with legal internships inter alia at Kienbaum Management Consulting, Düsseldorf, and the Hessian Exchange Supervisory Authority, Wiesbaden, of the German derivatives exchange Eurex and the German stock exchange FWB. He is an author of numerous publications on European Competition Law in legal scientific journals, compendia and commentaries as well as in the Competition Policy Newsletter from the European Commission, Directorate-General for Competition.
